The Nordic Council of Ministers, the Association of European Border Regions, and the Svinesund Committee are organising a workshop on coordination of Nordic building regulations across borders as a way of unlocking new sustainable construction markets. The event will take place on 27th October 2025 at Hotel Sheraton in Stockholm – in connection with the 2025 Session of the Nordic Council which will be held in the Swedish Parliament in Stockholm between the 27 th to the 30 th of October.
In 2018, the Nordic construction and housing ministers jointly declared the ambition to make the Nordic Region the world’s most integrated construction market in 2030 (see joint declaration.) Building on this vision, and with support from the EU AEBR B-Solutions initiative funded by the European Commission DG REGIO, the workshop continues the dialogue on how to overcome regulatory barriers and unlock the full potential of a common Nordic construction market.
Why now?
With upcoming EU climate requirements for buildings and the urgent need for a green transition, regulatory coordination is more relevant than ever. A Nordic coordinated approach can strengthen regional competitiveness, promote sustainability, and serve as a model of inspiration for all of Europe. Border Regions involve markets of untapped potential, and all that is required is the right approach to addressing and overcoming obstacles to trade, mobility and innovation. Regulatory harmonisation across borders reduces the cost of doing business, allows for better scaling and innovation, helping the growth of sustainable markets and competitive places.
What to expect
The workshop will gather policymakers, national authorities, and leading Nordic construction and housing companies to jointly identify and review how regulatory coordination can unlock competitiveness, cross-border development and innovation in the Nordics.
